- Academic excellence and potential
- Leadership
- Active participation in CCAs
- Communication skills
- Working qualities: A person who is a team player; who can learn independently; who is capable of creative and critical thinking; who is driven to excel and has a passion for lifelong learning and is willing to explore new ideas beyond the classroom and curriculum
- Character qualities: A person who is compassionate, resilient, rational and responsible, has good EQ and AQ, and is a risk-taker with an entrepreneurial spirit.
- Social qualities: A person who is sensitive to racial and religious issues and shows devotion to his country and its national values.

All current Secondary Two students of good standing are encouraged to apply. A good PSLE score will stand the candidate in good stead. Candidates should have active participation in at least 1 CCA or holding leadership positions from Primary 5 to Secondary 2.
Only short-listed candidates from this phase will be invited for selection phase 1. |

Academic Ability Test (AAT)
- The AAT comprises Mathematics and English tests. |

The Ability Tests will be held at NJC on 1 June 2009. Candidates have to sit for all the tests on the same day.
An administrative non-refundable fee of $65 will be levied to cover the total cost of all the various tests for all short-listed candidates.
